The Quirino Protected Landscape covers 175,943 hectares or 67% of the total land area of Quirino province. It is home to a wide array of endemic and threatened flora and fauna. The area is the headwater of the Cagayan Valley River Basin, which supports major irrigation systems in the entire Cagayan Valley Region.

    The Department of Environment and Natural Resources (DENR) has approved P175- million fund for the protection of Quirino provinces watershed areas on the verge of being degraded as a result of upland farmers use of chemical compound against perennial weeds, among others.

    Environment Secretary Roy Cimatu has approved the implementation and funding of two priority environment protection programs of the province which include the Quirino Protection of Watersheds, Ecosystems and Rivers (QPOWER) for P155- million and the Enhanced National Greening Program (ENGP) for P20 million.

    Luzon's first and so far only "instrumented" Philippine Eagle named Raquel was spotted in Quirino recently, more than three years after she was released back into the wilds of the Sierra Madre forest in San Mariano, Isabela.

    After disappearing for three years, "Racquel," Luzon's first "instrumented" Philippine Eagle, was sighted again in the jungles

    of Sierra Madre. A team of biologists from the Philippine Eagle Foundation (PEF) was able to track "Racquel" through the miniature Global Positioning System (GPS) satellite transmitter strapped on the bird's back. "Raquel" was released as a sub-adult eagle in San Mariano town in Isabela in May 2011 months after she was rescued by the Department of Environment and Natural Resources (DENR) from her captor who secretly kept her in a small cage.
